Where to find Pluko
Pluko keeps to Plaza and never leaves it. It is one of 126 species on that ground, and one of only 13 of them sharing its element.
How to catch Pluko
Pluko is one of 178 uncommon species, takes a Basic ball or better, and its 36% base leaves 457 of the 608 harder to land than this one. The first ball freezes it, and Plaza is home to 126 species, so the catch is decided on timing far more often than on luck.
Supply
The cap on Pluko is 923, tighter than 154 of the 608 species and looser than 453, and finite either way: the ceilings together come to 407,200 creatures for the whole world, forever.
In a fight
As one of 13 thunder types sharing Plaza, it hits Water hard and loses ground to Nature, Celestial, which is what will be thrown at it. Raw attack leads at 77, but only by 5 over the next attribute, so the build is closer to balanced than to specialised.

Questions
Where do I find Pluko in NOKEMON?
Plaza. No level gate and no PvP, so the only thing standing between you and one is finding it.
How do I catch Pluko?
Throw a Basic ball or better and win the timing bar. The base rate is 36% and your accuracy moves it, but the ball is spent whether you land the catch or not, so carry more than you think you need.
Is Pluko rare?
Not by the standards of this world: the cap is 923. It is still a ceiling though, and once it fills the species stops spawning for everyone.
What are the shiny odds on Pluko?
About 1 in 83 per capture. Nothing improves it: no ball, no streak, no item and no amount of waiting. The only lever you have is how many you throw at.
