Where to find Voltalon
Voltalon keeps to The Wild and never leaves it. It is one of 71 species on that ground, and one of only 2 of them sharing its element.
How to catch Voltalon
Voltalon is one of the 126 legendaries, and the world treats it that way: it refuses anything below a Master ball, its base rate is 6% before your timing counts, and 49 of the 608 are harder to land. Throwing does not scare it off, it freezes it, and in The Wild, where 71 species share the ground, whoever else is standing there throws at the same frozen target.
Supply
The cap on Voltalon is 40, which puts it among the 110 species capped at forty or fewer, and when it fills the species is gone from the spawn table for good.
In a fight
As one of 2 thunder types sharing The Wild, it hits Water hard and loses ground to Nature, Celestial, which is what will be thrown at it. Speed leads at 115, but only by 5 over the next attribute, so the build is closer to balanced than to specialised.

Questions
Where do I find Voltalon in NOKEMON?
The Wild. Other players can attack you there, and dying leaves a tombstone anyone can open.
How do I catch Voltalon?
Throw a Master ball or better and win the timing bar. The base rate is 6% and your accuracy moves it, but the ball is spent whether you land the catch or not, so carry more than you think you need.
Is Voltalon rare?
Yes. The cap is 40, enforced at the instant of capture, and nothing refills it: when it fills, the only way to own one is to buy it from a player.
What are the shiny odds on Voltalon?
About 1 in 250 per capture. Nothing improves it: no ball, no streak, no item and no amount of waiting. The only lever you have is how many you throw at.
