Torpetron never sets foot on land. The only water it surfaces in is The Shores, shared with 124 other species, and the only way to bring one up is a rod you forged yourself. Walk the shoreline until the water moves.
How to catch Torpetron
Torpetron is one of the 126 legendaries, and the world treats it that way: it refuses anything below a Master ball, its base rate is 5% before your timing counts, and 16 of the 608 are harder to land. Throwing does not scare it off, it freezes it, and in The Shores, where 125 species share the ground, whoever else is standing there throws at the same frozen target.

Only 6 Torpetron will ever exist. That is a number you can count on one hand, and when the last one is caught the species stops spawning for everyone, permanently.
