Solstice is one of the 126 legendaries, and the world treats it that way: it refuses anything below a Master ball, its base rate is 7% before your timing counts, and 114 of the 608 are harder to land. Throwing does not scare it off, it freezes it, and in Plaza, where 126 species share the ground, whoever else is standing there throws at the same frozen target.
